Dang!! I'm right Cilan and his brothers have the traits of autism. Cilan shows repeative behaviours, he does when he cooks, often getting upset when it's ruined ("(Has difficulty adapting to any changes in schedule or environment (e.g. throws a tantrum if the furniture is rearranged or bedtime is at a different time than usual)" see some episodes) same for Chili.
and is attached to his cooking ware ("Unusual attachments to toys or strange objects such as keys, light switches, or rubber bands." see Oshawott's Lost Scalop and Minccino-- Neat and Tidy). Chili, Cress, and Cilan move their hands in a certain way  ("Makes very few gestures (such as pointing). May come across as cold or "robot-like." and  "Repeats the same actions or movements over and over again, such as flapping hands, rocking, or twirling (known as self-stimulatory behavior, or "stimming"). Some researchers and clinicians believe that these behaviors may soothe children with autism more than stimulate them." see Triple Leaders, Team Threats..... and what i saw on Bulbapedia "Chili tends to accentuate words with his fists." see an autistic child repeatily move their bodies in a certain way like hand flapping). Chili happens to repeat things when said "I want a battle now!" he never is like that ("Repeats the same words or phrases over and over." Chili seems to repeat things so does Cress when he was saying  "No I think we should be cool... Like a refreshing glass of water chilled of course!" maybe was stressed out because of having to be social so maybe was repeating behaviours from such a young age). Cilan saying "Your gonna arrest us for staying in hotel!?" ("Takes what is said too literally (misses undertones of humor, irony, and sarcasm)."). I think Chili started speaking at a late age and cried, screamed, made noise until he learned how to talk. Maybe had lots of theripists and respites taking care of his sensory. Well look  "He saw Brycen's movie 25 times." so maybe little Cilan got a DVD one day from his mom because she noticed he was boredly peeling and so then started watching that movie over and over again because of being repeatitive then got a DVD player because he was hogging the TV then brought it to school maybe it was used for when he problems with a routine or as a reward. (made this up) Then he started repeating actions "Fanboy Cilan, posing, poaching, more posing, lots of reaction shots". Cilan pointed in many episodes. Even though Ingo never shows the characteristics in the anime he did in his first appearence [link] well Ingo sounds very upset he did when he screams out "OK!!" after that. But it sounds like he's repeating what he read in the manual on his early days as a subway master. But not showing characteristics maybe had problems in tne past when he screams random stuff then realized lines from books make him feel better. Some people repeat like that (autistic people repeat what they hear) Ingo sounds like he's re-wording the text from the manual.
